Fill Gap Under Door Threshold Cement

We ve been having some issues with water leaking into our basement under our front door.

I ve noticed an awful draught coming from under the front and back doors so had a look and there is a huge gap between the concrete floor and the wooden bit under the door frame as seen in the pics.
